TOPIC: SAMS (Security Accreditation Management System)

The 2010 Olympics required the largest geographical security operation ever undertaken in Canada (over 100 venue locations spanning 150 km, and over 230,000 security accreditations to complete).  The 2010 Integrated Security Unit (ISU) headed by the RCMP was responsible for developing the Incident Command System  as an administrative and operational management platform in support of the planning, operation and demobilization of the security component for the Games. A key information technology solution for the ISU  delivered by the RCMP CIO was the development, delivery, and  integration of  EMS – “An Event Management System” which handled the events’  planning, mobilization, and situational awareness,   SAMS – “A Security Accreditation Management System” which handled all accreditation requests for event access,  and  "An Infrastructure and Operational Readiness project”,  which was key to ensuring EMS and SAMS did not fail:  application-wise, infrastructure-wise, business-wise,  support-wise, and training-wise. 

The presentation will be limited to a roller-coaster ride of the life cycle of SAMS, including the good, the bad, and the ugly that were part and parcel of the Olympic experience.

PRESENTER: Claude Dufour

Claude is a civilian member employed by the  RCMP since 1986. He has held various positions throughout his career; but, by far, the most challenging and demanding was that of Project Manager for the "Major Events Systems Project" (SAMS, EMS and Operational Readiness). The project was date driven to an extreme, a factor not common in RCMP IT projects. Historically RCMP IT projects were functionality and quality driven. The delivery and support teams were focused on managing budget and deliverables with the tradeoffs being made against the schedule. For the Olympics, the critical success factors were schedule, functionality, quality and performance,  there could be no tradeoff on schedule (especially end date).
