Frank served over 34 years in the federal public service, the last 18 years of which were in the property/realty/project management disciplines at Industry Canada, Treasury Board and at Foreign Affairs Canada (FAC). At FAC, he served as Director, Professional and Technical Services (architecture & engineering services, cost estimating, scheduling, risk management, commissioning, IT and IM); Director, Berlin Embassy Project (design, construction and delivery of a $225+ million PPP initiative); Director, Project Implementation (project management and delivery); and Director, Property Programs (portfolio strategy, realty analysis). Since his retirement from the public service, he has gained a further 15 years of experience in private and public sector consulting as well as in providing PMP, RMP, CAPM, and PRINCE2 exam preparation training and other general project and change management courses.
Frank is certified as a Project Management Professional (PMP) and a Risk Management Professional (PMI-RMP) by the Project Management Institute (PMI). In addition, he holds the PRINCE2 Practitioner professional certification and is a Certified Change Management Professional (CCMP). He has a Masters in Public Administration (cum laude) from Carleton University and a Bachelors in Political Science (Honours, cum laude) from Laurentian University.
